David Myers will direct an experimental evaluation of remedial reading interventions for primary school-age children. The project will randomly assign low-performing students to treatment groups utilizing leading remedial reading programs or to a control group receiving standard instruction in reading. The project’s findings will appear in a report.

Joseph Antos will lead an effort to develop a blueprint to reform the Medicare program. He will commission research, convene meetings, and conduct policy analysis that will examine how Medicare should be financed and how past efforts to reform the program have fared. The project’s findings will appear in a series of monographs.

Kevin Hassett and Alan Auerbach will commission research and convene a conference to develop recommendations for a comprehensive reform of U.S. tax policy. The papers will be published in a monograph.

Robert Hahn and Robert Litan will direct the center’s research and publications program. The center will conduct analysis of existing regulations and regulatory proposals pending before federal agencies, assess the effectiveness of the regulatory policy making process, and examine critical issues in regulation. The center’s work will be published in books and monographs, regulatory analysis reports, and policy briefs, as well as on its web site.

David Magleby and Kenneth Goldstein will examine the impact of the Bipartisan Campaign Reform Act of 2002 on how candidates, political parties, and interest groups communicate with the public.
