Economic Domain Doctrine

Emily Kilcrease and John Hughes will lead an effort to develop a doctrine for the use of economic sanctions. They will undertake a series of quantitative and qualitative case studies of past sanctions campaigns and will interview experts, former and current policymakers, and private-sector actors. The project’s findings will be presented in a report.
