Caleb Watney will lead an effort to develop a framework for assessing the effectiveness of a variety of approaches to support innovation, including grants, loan guarantees, tax incentives, and public procurement. The project’s findings will appear in a report and on an interactive Innovation Atlas website that will allow users to identify the policy mechanism that would best meet their objectives.
