Katherine Kuzminski will lead an effort to assess whether U.S. draft mobilization could support a deterrent strategy and to identify what institutional improvements should be made to ensure that a draft can support the mobilization of an effective fighting force should deterrence fail. The project’s findings will appear in a report.
