David Barno and John Nagl will examine the global security environment and assess how to structure reductions in defense spending to maximize U.S. security. They will convene working groups on defense agency reform, personnel policies, and service force structures to identify opportunities for cost savings while ensuring capabilities to secure U.S. interests worldwide. The findings will be presented in a monograph and related briefings.
