Emily Harding will research and write a monograph assessing how the United States could effectively counter cyberattacks by U.S. adversaries. She will undertake a comparative study of Russian, Chinese, and Iranian cyber doctrine and capabilities and explore what kind of doctrine and operations the United States needs to deter or prevail over these adversaries.
