Elisabeth Braw will explore how best to protect the global maritime order from the predation of Russia, Iran, and other authoritarian actors. She will investigate a combination of attacks on global shipping, the role of shadow fleets that flout sanctions against aggressors and rogue states, and violations of international maritime law by revisionist actors. The project’s findings will appear in a report.
