Alina Polyakova, Sam Greene, Andrei Soldatov, and Irina Borogan will lead an effort to identify how NATO can respond to Russia’s “shadow war” of assassinations, sabotage, and terrorism against the West. They will examine the scale of Russia’s covert attacks, the actors tasked with carrying them out, the vulnerabilities to such attacks among NATO members, and options for deterring future Russian attacks. The project’s findings will appear in a series of policy briefs and a report.
Catherine Sendak will develop a long-term strategy for supporting Ukraine’s security and military modernization. She will analyze a range of policy architectures that might support Ukraine’s post-conflict security, such as U.S. aid and security programs to Colombia and Israel, and compare lessons from those historical cases to current proposals for assistance to Ukraine. The project’s findings will be presented in a report.
