George Zuo will lead an effort to evaluate the degree to which a tax credit program can help low-income families move to neighborhoods where they can experience gains in employment, earnings, and financial stability. Using data from a large developer making use of the Low-Income Housing Tax Credit, the project will measure whether families eligible to reside in one of these developments move to high-opportunity neighborhoods and whether residing in those neighborhoods contributes to improvements in a variety of economic and social outcomes. The project’s findings will appear in three papers.
